Batesville is governed by a Mayor and eight City Council members, each representing a Ward. The Mayor serves a four-year term and Council serve two-year terms. The Mayor and Council oversee city departments which are managed by Supervisors who are appointed by the Mayor.

After receiving a bachelor's degree in business administration, Castleberry earned his law degree from the University of Arkanas School of Law. He has worked as an attorney in Batesville since 2007 and operates a private practice located on the third floor of the Municipal Building. He is licensed in the State of Arkansas and admitted to practice in the United States District Courts of Arkansas and the United States Court of Appeals for the 8th Circuit. His wife, Deann Castleberry, is also a graduate of Batesville High School and the University of Arkansas. |
